Abstract
本研究旨在探討台北市都市更新推動過程中,政府單位、建設公司與地主三方利害關係人之觀點與互動,歸納出影響都市更新成功與否的關鍵因素,面對都市更新實務中常見的協商困難、資訊不對等與制度透明度不足等問題,研究採取質性研究方法,透過深度訪談蒐集三方意見,分析其在更新利益、社會責任、制度公平與推動速度等面向的看法差異與共同關注點。研究發現三方對於風險評估與權益期待有顯著落差,而建立制度信任、提高資訊透明與強化民眾教育,是促進共識與提升參與意願的重要因素。研究最後針對三方提出具體建議,期望為都市更新政策提供實務參考,協助未來更新案件更為順利、公平的推動。
This study aims to explore the perspectives and interactions of three key stakeholders—government agencies, construction companies, and property owners—during the implementation of urban renewal projects in Taipei City. The research identifies key factors that influence the success or failure of such projects. In response to practical challenges such as negotiation difficulties, information asymmetry, and insufficient institutional transparency, this study adopts a qualitative approach. Through in-depth interviews, it collects and analyzes stakeholder views on urban renewal benefits, social responsibility, procedural fairness, and implementation speed, highlighting both differences and common concerns across the three groups.The findings indicate significant gaps in risk perception and benefit expectations among the stakeholders. Building institutional trust, improving information transparency, and strengthening public education are found to be essential strategies for fostering consensus and increasing participation. Based on the analysis, the study concludes with practical recommendations tailored to each stakeholder group, aiming to serve as a reference for more equitable and effective urban renewal policy implementation in the future.
